H Circular has been signed by the Governor I. Kapodistrias June 1828 A few months before his assassination. Called it a secret circular and describes the devastating effects of Secret Societies (ie. of freestone). Sets and legislate that one public official can not be a member of these companies if they want to continue to be an employee of the State.
